Most of the coal basins are located in the permafrost zone, which greatly complicates the development of deposits. There are also problems with transportation and delivery of equipment to the development site due to the significant distance from the main transport routes. The problem is the lack of personnel, since the basins are not located in the main zone of settlement of the country.
