Similarities:

Catching up development. In 1850, both countries lagged far behind the leading countries, for example, Great Britain.
The governments of both countries for a long time, by 1850, pursued a policy of isolation from the outside world, contacts with it were reduced.
There was no parliament, constitution, factories and other attributes of Europe and the United States of the 1850 model.

Differences:

In Japan, in 1868, there was a change of power from the shogun to the emperor, and 20 years later there was a parliament and a constitution. In China (Qing Empire), no changes in power took place.
In Japan, reforms since 1868 have been more consistent. The development of industry and education, the creation of a modern army and navy, proceeded faster.
In China, reforms (“policy of self-reinforcement”) coincided with external intervention (“opium wars”), as well as with the opposition of the Manchu nobility to progressive figures, this was also a slowing factor.
The Japanese in 1895 were able to win the war with China, but that, on the contrary, lost all wars.
