What enabled the Romans to create a world power?

1. The Romans never owned the world. Quite apart from the ambitions of the Roman ruling circles, there were other European, Asian, African and American cities and cultures. The Romans did not even know about the existence of many of them. The Romans were quite practical. Their leaders were educated. They perfectly understood that in the case of a campaign on the lands of modern Ukraine and Russia, you can only make trouble. There were simply no very large cities that could be robbed productively. The distance from the center is quite significant. The area is a hilly plain with extensive forests. It was much more profitable to plunder places of compact residence and concentration.

2. If we talk about the very powerful development of Rome in a certain period, then the reason for this development was the empire. Such a device presupposes reliance on the military, their separation from the masses, prestige and funding. In addition, the Romans took the very best from the Greeks and other cultures known to them.
