What estate-representative bodies appeared in the middle of the 16th century?

Only one authority is suitable – the Zemsky Sobor, which was attended by representatives of all strata of society, except for serfs. That is, it was attended by nobles, clergy, boyars, merchants and black-haired peasants.

The Zemsky Sobor could approve a new set of laws (Code of Laws or Sobornoye Ulozhenie), twice decided the issue of succession to the throne and the election of a new tsar (Boris Godunov in 1598 and Mikhail Romanov in 1613), as well as issues of war and peace (1566 and 1685, for example).
