What form of government was in the German Empire in the late 19th – early 20th century?

The form of state structure of the German Empire was the dualistic monarchy (that is, broad powers were vested in both the emperor and the head of government – the allied chancellor). The emperor promulgated laws, had the right to declare any area of the empire in a state of siege (except Prussia), to appoint and dismiss imperial officials.
The chancellor and state secretaries subordinate to him (analogous to ministers) became the head of the executive branch.
