The political fragmentation of the country negatively influenced the development of society. The advanced strata of the population (the bourgeoisie, the intelligentsia) considered the main tasks to be liberation from foreign domination (Austrian) and the formation of a unified state. In the national liberation movement there were two main directions: the revolutionary – democratic (radicals), calling to fight for the republican form of government through revolutionary struggle, by the method of uprisings, and moderate – liberal (liberals) who called for uniting under the rule of King Victor of Piedmont – Emanuel II, in this case, a constitutional monarchy was established in the country, a constitutional parliamentary system. The constitutional monarchy, at that time, was the only correct structure in Italy, capable of leading the country out of the crisis, initiating economic reforms.
