At the beginning of the 18th century, he managed to gain control of the Gulf of Finland, where he built a sea fort, which later became the capital of the empire.
In the south, things were not so good, constant hostilities with Turkey were not crowned with success, since their fleet was many times superior to that of the Russian Empire.
