What in the laws of Hammurabi seems fair to you and what is not fair?

The principle “an eye for an eye, a tooth for a tooth” seems to be fair in his laws. But on the other hand, any criminal could get around the punishment if he had enough money. That is, he remained unpunished, which I do not like. The laws of Hammurabi themselves were created in the 18th century BC and were well suited for that ancient Babylonian society. Even in the laws of Hammurabi, there is excessive cruelty in punishments.
