What is the difference between a map and a plan?

There are several distinguishing features of a map from a plan:
1) Of course, the scale. Unlike the plan, the map has a smaller scale. On the plan, it is larger than 1: 5000. Therefore, on the plans a small area is depicted, and on maps you can depict any area, including the entire globe.
2) Detailing. The most significant objects are applied to the maps, and all the details of the depicted area are applied to plans.
3) The meridians and parallels are always put on the maps, and vice versa on the plans.
