What is the difference between an offense and a violation of law?

Law is a set of rules and laws that are created to protect people. Offenses are misconduct that violates the rights of others. As we can see, these are two different things. Offenses are prescribed by law. When it happens, there is a clear course of action to prevent or reduce the chance of a repeat violation. When a law is violated, the very process of protecting people is violated. For example: a man seized a plot of a neighbor’s garden. These are offenses. When the judge does not solve this problem or the court is hindered, then this is already a violation of the law.
