What is the difference between arteries and veins?

The difference lies in the composition of the blood – whether it contains oxygen or not. If oxygen is present in the blood cells, then we are talking about arterial blood – i.e. arteries. If there is no oxygen, then we are talking about the veins.
The arterial blood is saturated with oxygen, so the task of the blood cells is to deliver this oxygen to all cells of the body. And in venous blood oxygen is no longer there, so the blood must be delivered to the cells of the lungs to re-saturate with oxygen.
