What is the difference between the modern Russian elite and the elites of other countries?

The Russian elite was formed relatively recently (20 years ago). It is represented by people who made themselves. Our elite has not yet had time to form hereditary clans, as in the west (Rockefellers, Trumps). Our elite is a closed club, where only our own people are allowed, while in the west there is a circulation of elites.
One of the components of a person's success in our time is receiving modern high-quality education, mastering the knowledge, skills and abilities necessary for life in society. A person today needs to study almost all his life, mastering everything new and new, acquiring the necessary professional qualities.
