What is the difference between the state of the Persians and other states of antiquity?

The Persian state was one of the most extensive monarchies in history. It stretches from the Mediterranean Sea to the borders of India. The main difference between the Persian state, in my opinion, lies in the large number of subordinate peoples. This caused almost constant uprisings against Persian rule. To prevent such demonstrations, the Persian authorities used very harsh measures. The punishment for the rebels was also very harsh, in order to instill awe in the rest of the Persians.
