What is the essence of dual power? What authorities have appeared in the country?

Dual power is a situation when a country is ruled not only by the main government, but also by an organization of individuals that has declared itself to be another body of power and which actually has it.

In Russia in March – early July 1917 there was a Provisional Government and a Petrograd Soviet. The Petrograd Soviet was more radical and enjoyed the support of the population (although it was not an official body).
