What is the linear scale used for?

The linear scale is used for speed and convenience of using the map. The advantage is that to determine natural distances on the ground, additional calculations are not needed, but it is enough just to apply a ruler or a measuring compass to a linear scale to find out the result and be able to quickly convert the obtained data into real distances. Most often, such a scale is located at the southern edge of the map.
