What is the magnetic field around?

A magnetic field is a special type of matter that affects the interaction between particles, which has a charge and is currently in motion. The magnetic field cannot be seen as it is hidden from our eyes, but we can detect it using interacting particles. Hence, we can conclude that the magnetic field exists only around moving charges. It can also exist around a conductor with a current, since an electric current flows in the conductor (it is the directional movement of charged particles).
