In the first quarter of the 18th century, Peter the Great was in power. Several major uprisings took place under him: the Bashkir, Astrakhan, Streletsky revolt, the Bulavin uprising. All these uprisings were directed against the king’s tax policy: they were increased, and new taxes were introduced. All uprisings were suppressed. The Bashkir uprising forced the tsar to make concessions: to reduce taxes, to confirm the patrimonial right of the Bashkirs, which they sought.
