The ordinal number of a chemical element indicates the charge of the atomic nucleus. Since the total charge of the nucleus is determined by the number of positively charged particles (protons), the ordinal number indicates the number of protons in the nucleus of the atom. It is known that the atom itself is electrically neutral. From this it can be concluded that the number of electrons around the nucleus is equal to the number of protons in the nucleus. So the ordinal number of the element indicates the number of electrons revolving around the nucleus.
