Decisive. Without software, a computer is just a pile of hardware that is useless for anything. The program makes the computer do the required things, the device becomes more powerful and can perform various functions that are determined by the algorithms of the program. Without an operating system, the computer will not boot and respond to user commands; without application software, the user will not be able to work and perform special functions that are not available in the operating system (or the quality of their performance is low).
