What is the specificity of Russian modernization in contrast to European modernization?

Russian modernization has the following differences:

Her character is catching up. It just so happened that since the Middle Ages, Europe was ahead in many respects: the emergence of the first universities, bourgeois revolutions, the development of cities and urban culture, involvement in world trade, scientific discoveries.
It always entails huge military expenditures. This was the case under Peter I and in the 19th century under the Romanovs and under Stalin, and even now, in the 21st century, modernization is combined with investments in the military-industrial complex and the army.
It is held in an unevenly developed country where different territories are very different from each other, this is not the case, for example, in the Netherlands.
