What kind of people became consuls and did they care about the welfare of the state?

In the days of Ancient Rome, the consul was the highest elected office.
Was elected for only 1 year.
This only applies to the times of the republic.
Consuls had the highest military and civilian authority. The Senate was convened.
One of the consuls was chosen from the plebeians (common people), and the second from the patricians.
This collegial government did not allow the patrician consul to make his own decisions in the interests of the rich.
Over time, most of the consuls were from the plebeians.
The Senate could, in exceptional cases, give the consuls unlimited power.
Being of plebeian origin, many consuls were respected by ordinary citizens and defended their interests.
Legislative power in those days was held by the Senate.
Obviously, these representatives of the executive branch were obliged to take care of citizens and the state.
