What latitudes are characterized by low temperatures and low moisture content?

Air temperature depends on the angle of incidence of sunlight on the earth’s surface. From the equator to the poles, the angle decreases, it gets colder. Therefore, the polar latitudes are characterized by low temperatures.
Low temperatures do not promote evaporation, and cold air cannot contain much moisture.
On Earth, in addition to the latitudinal temperature distribution, there are still pressure belts. In the polar latitudes, stable areas of high atmospheric pressure have formed, so there is little precipitation here.
