What measures did the Soviet leadership take to repel the aggression?

Germany’s attack on the Soviet Union required the adoption of urgent measures to strengthen the country’s defenses:

1) On June 30, the State Defense Committee (GKO) was formed, headed by Stalin, which had unlimited powers to manage the country’s military and economic resources;

2) a plan was developed and strictly implemented for the evacuation of industry and its deployment in the rear;

3) a directive was sent to the troops to encircle and destroy the enemy formations that had broken through (it was not successful in those conditions);

4) the population was massively involved in the construction of defense structures (anti-tank ditches);
