What measures did the USSR take in relation to the aggression of Germany?

If we take the beginning of the Second World War, then the measures taken by the government of the USSR looked pathetic and insignificant. This very government has warned dozens of times even foreign intelligence services about the impending attack, but Dzhugashvili did not heed the reports unanimously, which sent millions of Soviet citizens to the “next world”.
