What population groups were removed from power in ancient Sparta?

In Ancient Sparta, helots (the so-called slaves) were removed from power, as well as perieks (free citizens who did not live in the policy itself, but next to the city, they were incomplete citizens).
Helots and periecs could not vote at meetings and could not become judges and rulers.
