The Vienna Congress defined a new alignment of forces in Europe. A particularly significant position was taken by the victorious countries in the wars with Napoleon (Prussia, Russia, Austria, Great Britain). As a result, the Holy Alliance was created, which was supposed to ensure the inviolability of monarchies in Europe. However, the union did not cope with the tasks set. The reason for this was that all countries on the continent had different foreign policy goals, ideas about the internal structure of the country.
