What properties of water allow it to function as a universal solvent?

The special structure of molecules allows water to be a universal solvent. The two hydrogen molecules are located at a strict angle, as the atoms interact in the molecule. But hydrogen in one molecule also interacts with atoms in other molecules. Therefore, they are constantly rotating. When heated, the dipole moment increases and water dissolves various substances better. But still, water cannot dissolve some organic substances such as fats and many inorganic substances of natural and artificial origin.
