The action of one body on another is force. Force is a vector quantity and is measured in Newtons.
In this case, the third Newton’s law f = -f, i.e. equal in modulus and different in direction. As long as these forces are equal, the body is in balance. As soon as one force becomes larger than the other, the body is out of balance.
