What rules of relations between people did the Assyrians violate?

The Assyrians, with successful military campaigns, conquered many countries in which peoples with different cultures, faiths, traditions and customs lived. Having enslaved foreign lands, the Assyrians established strict laws that destroyed not only the social freedoms of the population, but also turned the conquered people into servants and slaves of the Assyrians. High taxes and levies of officials led to a deterioration in the lives of the poor. The Assyrians had no pity for the local population and for the slightest offense the guilty was severely punished. The despotism of the Assyrian king and his governors in the provinces caused numerous uprisings that were suppressed with particular cruelty.
