What should be the geographic location of an ideal state?

As historical experience shows, an ideal state should be located on the seashore and have access to the world’s oceans. Thus, Nepal, Bhutan, Burundi and Bolivia are poorly located.

But India, China, Japan, Australia, Russia, USA, England, France are conveniently located.

It should not be too northerly or too southerly or distant from areas of major socio-economic activity (Chile, New Zealand, Ireland).

The relief can be both low-lying and mountainous. Examples are the Netherlands and Switzerland.
