What territories were included in the Frankish state under Charlemagne?

Charlemagne led an active foreign policy. His goal was to create a large and powerful empire. He conquered Saxony, the Duchy of Bavaria. It happened in 774. Charlemagne did not want to be content with the title of King of the Franks. In 800, the Pope crowned him “Emperor of Rome.” This strengthened his position in the international arena. The territory of the kingdom became large, therefore it was divided into counties, which were ruled by counts. This facilitated the process of governing the country, but on the other hand made it fragmented.
