The processes of transition from the feudal-serf system to a more modern form of government began to appear in the Russian Empire even before 1861. Capitalism began to penetrate the state in the second half of the 18th century after the industrial revolution. Due to the increase in the population, part of the peasantry left for the undeveloped lands of Siberia and the Central Asian steppes. There they became owners, using loans from state or other banks. All this created the basis for the formation of independent landowners who paid taxes to the imperial treasury.
