What was the difference between the structure of the United States and the Russian Empire at the end of the 18th century?

By the end of the 18th century, Russia was an empire with no parliament and no political parties. The supreme power belonged to the emperor, it was inherited (decree on single inheritance in 1797). The state was unitary, it was divided into governorships after the provincial reform of Catherine II.

The United States was a federal state, which consisted of states, the presidency was elective. In 1791, the 14th state of Vermont, which was previously a separate state, became part of it.
