What was the function of the new baptismal office in the second half of the 18th century?

Formed in 1740, the Christian mission for non-Russian peoples who lived in the Volga region (Mordovians, Chuvashs, Cheremis, Votyaks, Tatars) was called the Novokreschensk office.
The basis for the creation of the aforementioned office was the Commission for New Baptism Affairs, which appeared in 1731.
