What was the goal of the tsarist government in carrying out the zemstvo and city reforms in the 60-70s of the 19th century?

These reforms were carried out with the aim of creating all-estate bodies of self-government.

The goals of the city government were the development of trade, industry in the regions, the improvement of the city, the development of education and others. This reform was not accepted unequivocally by the population, since the power of the self-government bodies was limited: they could only make minor decisions.

Zemskaya reform was carried out with the aim of involving all segments of the population in decision-making, as well as returning the lost privileges to the nobility. Only the last point was implemented: there were more nobles in self-government bodies than other strata of the population, which made self-government an estate.
