What was the name of the newcomer population from other regions of Italy in ancient Rome?

Such people were called peregrines. They did not have Roman citizenship (however, they received it during the late empire). This was the name of the population of territories that were friendly and conquered by Rome. The legal status of the Peregrine was higher than that of the foreigners: they could enter into business relations with Roman citizens; in the event of a conflict, they had the right to appeal to the Roman courts, which judged them not according to the laws of Rome, but using considerations of justice and morality.
