The Congress of Vienna was convened following the wars with Napoleon in 1814, when Russia defeated France. Its purpose was to resolve controversial issues related to the structure of the world. This conference created the preconditions for the development of diplomacy. What mattered to the European countries was that the countries found themselves within their former borders. Russia received the Kingdom of Poland. It was this territory that became the connecting link between Russia and Europe. Alexander 1 gave Poland a Constitution.
