The Congress of Vienna was convened following the wars with Napoleon in 1814, when Russia defeated France. Its purpose was to resolve controversial issues related to the structure of the world. This conference created the preconditions for the development of diplomacy. What mattered to the European countries was that the countries found themselves within their former borders.
