The main activity of the NEP is the admission of foreign capital to the production of state enterprises, the extraction of natural resources (for example, gold) on the territory of the USSR. A number of decrees have been issued regulating the activities of foreign companies. For example, a company brought in equipment, appointed a manager, but their activities were strictly controlled by Soviet legislation (payment of taxes, 8 hour working day, decent working conditions).
