There are three main reasons for the performances of various strata of the population in the first quarter of the 18th century:

Economic. For almost the entire first quarter of the 18th century, Peter I fought with Sweden, Turkey and Persia, the war demanded an increase in taxes, the population did not like it, the serfs fled to the Don, the government persecuted them, and the result was the Bulavin uprising.

Religious. Peter I continued to persecute the Old Believers.
