Return access to the Baltic Sea and take revenge from Sweden for the defeat in the Time of Troubles, that is, revise the Stolbovo Peace Treaty of 1617, which was re-enshrined in 1661 as the Kardis Peace. It was necessary to create a military and merchant fleet in the Black Sea.
Weaken Turkey and Persia. In 1722-1723 it was possible to push the Persians back to the southern coast of the Caspian Sea, but with the Ottoman Empire, on the contrary, they were unlucky, in 1714, after the unsuccessful Prut campaign, Azov was returned.
