What were the measures in the industry during the NEP?

Industrial enterprises under the NEP began to unite into trusts with complete economic and financial independence. Self-financing appeared. Enterprises had to deduct a fixed contribution to the state budget, and disposed of the rest of the funds at their own discretion. The trusts, in turn, were organized into syndicates.

In industry, cash payment for work was restored, and the principle of material incentives replaced the coercion of the era of “war communism”. The restrictions on the growth of earnings were removed.

Private traders were allowed to create their own industrial enterprises; factories could be leased. Some enterprises were leased to foreign firms.
