When and why did the Sumerian writing emerge?

In Sumer, writing was invented before the Egyptians. The ruler of the city-states needed to know exactly how much tax went into the treasury. Tax collectors sculpted images of objects received from the population from clay. They were placed in clay “envelopes”. For convenience, on each “envelope” they drew what was there.
