When does the change in body speed occur?

According to Newton’s 1 law: a body is at rest or in uniform rectilinear motion when no forces act on it or the action of forces is compensated.
The body changes its speed when a force or several forces acts on it.
According to Newton’s 2 law: the change in the speed of a body ΔV is directly proportional to the force F, which acts on the body, and the time t, during which this force acts.
F = m * a.
F = m * ΔV / t.
ΔV = F * t / m.
