When is repulsion more noticeable, and when is attraction between molecules?

Examples: Gluing, soldering, welding metals, joining two pieces of plasticine.

If the molecules are at distances smaller than the molecules themselves, then mutual repulsion manifests itself.

Example: If you release a compressed balloon, it will return to its original shape.
