The states-general in France appeared in 1302. They were an estate-representative body. Their appearance was facilitated by the conflict between Philip 4 the Handsome and Pope Boniface 8. The states were created with the aim of helping the government in critical moments, to collect taxes, they allocated money from the treasury for military needs. The states had the first, second and third estates, they had one vote each when making important decisions. However, in the states there was no unity between the cities, they were at enmity with the nobility.
