Where and why did Constantine the Great move the capital of the empire?

He moved the capital of the empire to Byzantium – Constantinople. This was done for the reason that Constantine wanted to isolate himself from Rome. This happened in 330 AD. Then the city of Byzantium was renamed Constantinople (in honor of the emperor) and became the new capital of the empire.
