Where are fairer laws in Athena or in Ancient Egypt?

If you look at the form of government of these states, you can understand that there was democracy in ancient Athens, and despotism in Egypt. This meant that in Egypt everyone obeyed the will of one person, and in Athens, state issues were decided at the People’s Assembly. In this connection, we can say that the laws of Athena were more just than the laws of the Egyptians, since they reflected the needs of the majority. While in the Egyptian kingdom, the focus was on the pharaoh himself and the cult of his personality.
