Where did the most ancient states on the globe originate?

The first states on Earth, according to many scientists, were formed in Mesopotamia, in the valley of the Tigris and Euphrates rivers. There was the emergence of the most ancient state – Sumer. In the 4th century BC. In southern Babylonia (the city of Tell-el-Mukayar in modern Iraq), the city of Ur was built, where some of the oldest texts were found. Scientists believe that the Sumerians were not the original inhabitants of these places, most likely they came from the mountains, since the words “mountain” and “country” in the Sumerian language were denoted the same.
