Which country did not participate in the Munich Agreement?

The Munich Agreement was signed in 1938 by representatives of France (Edouard Daladier), Germany (Adolf Hitler), Italy (Benito Mussolini) and Great Britain (Neville Chamberlain). The USSR did not take part in the conspiracy, since the deal itself provided for a policy going against the system of the Soviet Union – the transfer of lands close to the Union (Czechoslovakia) into the hands of Germany. Such measures opened the way for the Germans to the southeast, to the territory controlled by Stalin.
