Which of the achievements of the era of Justinian’s reign was the main one?

Emperor Justinian was notable for the fact that his main task was to reform the Empire in three main profiles: political, religious and legal. The most significant and large-scale area of reform was law: Justinian wanted to structure the laws and constitutions of previous years and remove those norms that contradicted each other or no longer had their force. The main achievement of a legal nature was the codification of modern law, the product of which was the Corpus iuris civilis – a collection of laws that was of great importance for its time.
